The Eagle Artillery fires powerful splash shots across nearly the entire base, but only activates after the attacker has deployed a certain amount of troops. That delay is deliberate and it is what makes small probing attacks safe.
What it does
Once active, it targets groups anywhere within its very large radius and deals heavy area damage, including to air units. Before activation it does nothing, which is why a lure with a single Barbarian does not wake it.
Attacking and defending it
On defence, its coverage is so wide that placement is less about range and more about protection: it should sit deep, behind compartments, because attackers will prioritise it. On offence, plan for it. An attack that ignores the Eagle takes repeated area damage across the whole push, and a heavy army that clusters is exactly what it punishes.

When does the Eagle Artillery activate?
After the attacker has deployed enough troops. That is why single-troop lures and small probing attacks do not trigger it, and why it does nothing at all in the opening seconds of an attack.
How do I deal with the Eagle Artillery when attacking?
Either destroy it early with a dedicated push, or avoid clustering your army, since it punishes groups with heavy area damage across nearly the whole base. Ignoring it entirely usually means taking that damage repeatedly through the attack.
