The price on the Town Hall button is the least interesting number about a Town Hall level. What a new Town Hall really costs you is the research and hero time it drops into your queue, and measured that way the levels are wildly uneven.
Why the Town Hall price is misleading
Town Hall 18 costs 25,000,000 gold and takes 12 days. Town Hall 12 costs 6,000,000 and takes 6 days. On that basis, 18 looks about four times the level that 12 is.
It is not. The Town Hall button is a rounding error next to what the level unlocks: new troop levels to research, new spell levels, new hero levels, and at the top end a pet track as well. That queue is the actual cost, and it is where the years go.
So we summed it from the game files. For every Town Hall, how many days of laboratory research and hero upgrades does arriving at that level add to your queue?

What this changes about how you play
Early Town Halls are cheap, so move through them. Town Hall 9 adds 77 days of queue. Sitting at Town Hall 9 'until maxed' for a year is spending a year on a level that holds eleven weeks of content. Finish what matters — heroes, your war army, key defences — and go.
Late Town Halls are where you actually live. From Town Hall 15 upward each level holds well over a year of research and hero time. Rushing into one of these is not a shortcut; it is arriving at a much bigger queue with the same income.
The crossover is around Town Hall 12. That is where the queue a level adds stops being measured in weeks and starts being measured in seasons, and it is roughly where the 'rush or max' argument stops being a matter of taste.

How to read this if you are mid-game
A practical way to use the table: before you press the Town Hall upgrade, look at the number for the level you are leaving and ask whether you got the valuable part of it. The valuable part is almost never 'everything'. It is:
- Hero levels, because they are the longest timers and the biggest attacking gain.
- Research on the specific army you attack with.
- Storages and collectors, because they set your income at the next level.
- Defences that your own defence replays show failing.
